DR. EDWARD H. SALMON
Dr. Edward H. Salmon, founder of Salmon Ventures Limited is a former
coach, teacher, school administrator,
director of public works, mayor, freeholder director, NJ Assemblyman,
President of New Jersey Board of Public Utilities, and cabinet
officer. He has spent 26 years in government and 27 years in
education.

Dr.
Salmon served in public office under the administrations of five New
Jersey Governors. As a member of the National Association of
Regulatory Utility Commissioners (NARUC), Ed served two years as vice
president, chairman of the Executive Committee, founder of Washington
Action, trustee of National Regulatory Research Institute, and
presently is President of NARUC’s
Commissioners Emeritus. Dr. Salmon is also past president of the
Great Lakes Conference of Utility Regulators (sixteen states). Before
establishing Salmon Ventures, Ltd., he was President/CEO of AUS
Consultants and Vice-Chairman of AUS Inc.

RICHARD S. MROZ
Rick is a registered lobbyist, consultant and maintains a separate
law practice. He has extensive background and experience in
government at all four levels – federal, state, county, and
local. As a well known and highly respected Republican throughout New Jersey, Mr. Mroz served on the
Whitman Transition Teamto

evaluate staffing, organization and policy initiatives
for the new administration. He served as the Governor’s counsel
and liaison for the state’s largest independent authorities,
including the Turnpike Authority, Casino Control Commission, Delaware
River Port Authority and the Sports and Exposition Authority. In 1998
Christie Todd-Whitman asked him to serve as Chief Counsel to the
Governor and primary advisor for legislative affairs, appointments,
and policy issues. In 2000, Rick negotiated the New Jersey State
Budget and was the New Jersey coordinator for the
Republican National Convention held in Philadelphia.

KIMBERLY SCHALEK DOWNES
For the past sixteen years, Kim has been working in the governmental
and regulatory arena. She served as a community grants director,
confidential assistant to a mayor, and legislative aide to two New
Jersey Assemblymen. Kim also
served as chief of staff for President Edward H. Salmon of the New
Jersey Board of Public Utilities.

In
addition she is a former vice-chair of the Cape May County Democratic
Party and past-president of the Woodbine Board of Education. Before
helping to establish Salmon Ventures, Ltd., Kim served as Vice
President and executive coordinator of AUS Pathways.

RUSSELL F. BENT
Russ is a registered legislative agent in the State of New Jersey with over 32 years of
experience. Throughout his career, Mr. Bent has had outstanding
success working with Governors, legislators, cabinet officers and
various departments of government. Without question, Russ is one of
the most respected lobbyists in

New Jersey. While serving in the
United States Marine Corps, Russ received a meritorious commission to
second lieutenant rising to the rank of Captain during his ten years
of active duty. In addition, Russ had a very successful career in the
insurance industry.

PAUL J. BENT
Paul is a registered legislative agent in the State of New Jersey and
for the past four years has worked closely with his father to provide
value for our clients. For seven years, he has worked for members of
the New Jersey State Legislature as a senior research analyst and
confidential aide.

His
major responsibility was to research, analyze and assist in the
realization of legislation. His duties also required him to work with
the various departments and agencies of State Government. Paul is
active in the Special Olympics, rescue squad, and fire department.

HON. PAUL R. PORRECA
Paul’s remarkable career as an attorney,
public official and superior court judge is well known. As the lead
partner of a successful law firm, he earned the reputation as a
problem solver and winner. In his eight years in public office, Paul

RAYMOND M. PASTERIS
Ray has over 28 years of domestic and
international experience with all phases of engineering, operations
and development of energy projects. He led energy development
projects in Argentina, China, Colombia, Peru, Viet Nam, the Czech Republic, Canada, the United
|
Kingdom, and the United States. He developed and taught
industrial water treatment courses for engineers and operators in the
water industry. Ray worked for Mobil, Catalyst Energy, and United
Thermal Corporations before becoming an independent consultant to
industry and government.

ROBERT J. “TONY” SURACE
Tony is a
retired teacher, coach and administrator with thirty six years of
service in the Millville School District. He served as K-12 supervisor of
health, physical education, intramural sports and interscholastic
athletics for fourteen years with program responsibilities for 6,000
students in nine school buildings.
|
Tony also served as head football coach
for twenty five years and head baseball coach for nineteen
years. He was inducted into
the South Jersey Hall of Fame, West Chester University Hall of Fame,
and the New Jersey Interscholastic Coaches Hall of Fame.

The National Team
is composed of outstanding former state utility commissioners and
elected officials throughout the United
States who have exceptional expertise and
experience in the governmental/regulatory fields.
They are
considered the leading experts in the five regions of the National
Association of Regulatory Utility Commissioners (NARUC): New England,
Mid-Atlantic, Southeast, Mid- America, and Western. All nine
individuals have been major players in NARUC having served as officers,
directors and committee chairs.

Ed Salmon has spent 26 years in government as a mayor, county
commissioner, state legislator, President of the New Jersey BPU and
member of the governor’s cabinet. In addition, for 27 years Dr.
Salmon served as an educator and coach in the Millville Public School
System.

ANGEL M. CARTAGENA, JR.
Angel Cartagena is one of the
nation’s outstanding Hispanic leaders in the energy and
telecommunications fields. Angel started his career at the FCC,
worked as assistant general counsel with Metromedia
Communications, and served as Chairman of the District of Columbia’s Public Service
Commission.

He
was a member of NARUC’s
Telecommunications Committee, Chairman of the Energy Market Access
Partnership Board, and President of MACRUC. Presently Angel is on the
Board for the Center for the Advancement of Energy Markets and is
President of Cartagena & Associates.

EDWARD J. HOLMES
Ed Holmes has been a planner, regulator, cabinet officer, and utility
executive. He served as City Planner for BeLoit, Wisconsin, and Planning Director
for a 17 county regional planning district in Central
Kentucky. From 1991 to 1995, Ed was Kentucky’s Secretary for
Public Protection and Regulation. In addition, Ed served six years as
|
Vice
Chairman of the Kentucky Public Service Commission and two years as
Chairman of NARUC’s Gas Committee.
After serving as Vice President of Business Development for
Cincinnati Bell Telephone, Ed founded EHI Consultants and serves as
its president.

WILLIAM R. PITTMAN
Bill Pittman has over 25 years of successful experience in government
and the regulatory world. He served as Chief Counsel and Policy Advisor
to North Carolina’s Governor Jim
Hunt. In addition, Bill was Executive Director of the
Governor’s Crime Commission, congressional aide, and founder of
a political consulting/lobbying
|
firm. As a North Carolina Utility Commissioner, Bill
Pittman was active as a member of the NARUC Electricity Committee and
a SEARUC Vice- President. Currently he is Principal of The Pittman
Law Firm and specializes in electric, natural gas, telecommunications
and water issues.

MARTA GREYTOK
As a member and Chairman of the Texas Public Utility Commission,
Marta Greytok regulated and set rates for
more than 160 utilities. During her tenure, the Texas PUC set the
final rates on three nuclear generating plants and issued the first
deregulated rate structure for telephone service.
|
Marta
also served as an officer of NARUC, as Chairman of the largest property
appraisal district in the United
States, and as the Mayor of
Taylor Lake Village. Before her years of public service, Marta had a
career as a surgical nurse and obtained a private pilot’s
license.

HENRY M. DUQUE
From 1995 to 2003, Henry Duque served as a
commissioner on the California Public Utilities Commission. Henry
gained a national reputation for excellence as Chair of NARUC’s Water Committee and a member of the
National Drinking Water Advisory Council chartered by the U.S.
|
Environmental
Protection Agency. He also served on the NARUC Board of Directors and
the Committee on International Relations. Before his appointment to
the CPUC by Governor Pete Wilson, Henry had a distinguished career in
the banking industry for Trust Services of America, California Federal Bank, and
Western Federal Savings.

WILLIAM D. STEINMEIER
Bill Steinmeier has 23 years of experience
with utilities as a regulatory law judge, state regulator, attorney,
arbitrator and consultant. For nine years, Bill was the Chairman of
the Missouri Public Service Commission serving two Governors, Kit
Bond and John Ashcroft. Bill’s NARUC leadership
|
was exceptional on the Executive Committee, NRRI
Board, Electricity Committee, National Task Force on Electric Issues,
and as NARUC President. In 1992, he founded William D. Steinmeier, Professional Corporation for the
practice of law in Missouri and consulting
nationally and internationally.

TERRENCE L. BARNICH
Terry Barnich is Chairman and President of
New Paradigm Resources Group, a Chicago-based research and consulting
firm specializing in telecommunications and energy regulations. Terry
is widely recognized as the telephone industry’s most
comprehensive reference tool. For six years, Terry was Chief Legal
Counsel to Governor James

R.
Thompson and Commissioner on the Illinois Commerce Commission.
Terry has provided expert testimony on a wide range of regulatory
issues and is a well-known author of numerous articles concerning emerging
competitive markets.

BRUCE B. ELLSWORTH
Bruce Ellsworth spent 26 years with the New Hampshire Public
Utilities Commission, including ten years as its chief engineer and
12 years as a sitting commissioner. Bruce has served in every major
NARUC office including a very successful term as President as well as
Chair of both the
|
Executive
Committee and Committee on Gas. He is also Chair of the North
American Energy Standards Board Advisory Council and the ISO-NE
Advisory Committee. Bruce holds the rank of Colonel (retired) in the
U.S. Army Reserve and operates his own consulting firm.
