Richard S. Mroz

Mr. Mroz is a lawyer, lobbyist and public affairs consultant. He concentrates on regulatory and governmental relations, regulatory affairs, business development, issues management, and provides strategic counsel and advice for project development, financing and corporate external affairs.

He is a principal in his own government affairs consulting business, M3 Public Affairs., based in Trenton, New Jersey. He also serves as Of Counsel to Archer & Greiner, a full service regional law firm with offices in New Jersey, Philadelphia, New York City and Delaware.

Mr. Mroz was born in Camden, New Jersey where he attended Grammar School and High School. He graduated with a degree of Bachelor of Arts, cum laude, from the University of Delaware. He received a Juris Doctorate from Villanova University School of Law and was admitted to the Bar of New Jersey, Pennsylvania, and District of Columbia. Mr. Mroz was appointed as law clerk to the presiding judge for the Camden County vicinage of the New Jersey Superior Court in 1986 and then entered the practice of law with the southern New Jersey law firm of Cahill, Wilinski, & Cahill.

From 1991-1993 he served as the County Counsel for Camden County New Jersey. In 1993, New Jersey Governor Christie Whitman appointed him to be Director of the Governor’s Authorities Unit. In this position he was the Governor’s counsel for, and liaison to, the State’s largest independent agencies such as the New Jersey Economic Development Authority, Delaware River Port Authority, Sports and Exposition Authority, and the Housing Mortgage Finance Authority. Mr. Mroz oversaw and negotiated agreements for the introduction of E-Z Pass in the region, proposals for Off-Track Pari-mutuel Wagering, and personally negotiated the public-private Road Development Agreements with Mirage Resorts for the Atlantic City-Brigantine Roadway Connector.

In 1998, Governor Whitman asked Mr. Mroz to serve as Special Counsel to the Governor. Mr. Mroz began negotiations with the Giants, Jets, Devils, and Nets professional sports franchises for new or upgraded facilities at the Meadowlands Sports Complex and in other locations including Newark, New Jersey.

In June 1999, Mr. Mroz was appointed to serve as Governor Whitman’s Chief Counsel. Mr. Mroz was the cabinet level officer serving as the Governor’s primary advisor for legislative affairs, judicial and prosecutorial appointments, as well as, legal, policy and management issues of the State government. Governor Whitman designated Mr. Mroz as New Jersey’s representative to Philadelphia 2000 (Philadelphia’s Host Committee) for the National Republican Convention. Mr. Mroz coordinated all of New Jersey’s efforts to support the 2000 Convention including numerous special events.

Mr. Mroz left government in 2000 to return to the practice of law and initiate affairs as a lobbyist and consultant. However, he has continued to serve in various capacities in political affairs. He has served as Special Counsel to the New Jersey Republican State Committee and, notably, he served as Counsel to the Bush-Cheney 2004 New Jersey Campaign Committee and served as the New Jersey Campaign Coordinator for the John McCain presidential campaign in 2008.

During the 2008 New Jersey Gubernatorial Campaign he served as a policy advisor and one of the attorneys coordinating Election Day Operations for the campaign of Chris Christie, who won the election and now serves as Governor of New Jersey.

Mr. Mroz has served as counsel to the Delaware River & Bay Authority, which operates the Delaware Memorial Bridge and the Cape May-Lewes Ferry, and counsel to the Atlantic City Hotel & Lodging Association. He currently serves as co-counsel and legislative agent to the New Jersey Conference of Mayors.

Mr. Mroz is the Chairman of the Board of the Volunteers of America of the Delaware Valley and he is a member of the Board of Directors of the New Jersey Alliance for Action, a business and trade organization in New Jersey. Active with his college alma mater, Mr. Mroz served for many years on the Board of the University of Delaware Alumni Association and served as the President of that organization. Mr. Mroz is a founding member of the Advisory Board for the William Hughes Center for Public Policy at Stockton State College.

In 2002 Mr. Mroz was appointed to serve on Board of the Federal Home Loan Bank of New York, which serves member financial institutions in New Jersey, New York, Puerto Rico and the Virgin Islands. He is the Chairman of the Bank’s Congressional and Regulatory Affairs Committee, a founding member of the Bank’s Corporate Governance Committee, and is a member of the Board Compensation Committee. His work with this financial services institution includes having been the Bank representative to the Council of Home Loan Banks which is the national trade organization representing these institutions.

Of particular note is that President Bush appointed Mr. Mroz to the Commission on White House Fellows in 2007. This national non-partisan commission is made up of individuals who represent a broad range of backgrounds, interests, and professions. Founded in 1964, the White House Fellows program is America's most prestigious program for leadership and public service. White House Fellows typically spend a year working as full-time, paid special assistants to senior White House Staff, the Vice President, Cabinet Secretaries and other top-ranking government officials.

Mr. Mroz is married to Lynne Mroz, M.D. who is the Medical Director of Center One a Surgical Center operated by Einstein Health Systems in Philadelphia, Pennsylvania. Mr. Mroz and his wife have two daughters, Julia and Caroline, and a son, R.J.
